It's Boston, so I'll betcha that the Sky&Tel folks (in Cambridge MA) had a hand in it. "SWalker" is with S&T and posts here.

I know the guy who runs Big Picture, Alan Taylor, through another site. He does everything himself - pulls the images off the wire or solicits them, picks the set, corrects or makes the captions, and even programs the blog. (He came up with 990px as the ideal image width, so as to fit 1024x768 screens with 34px left for the scroll bar and frame.) He also just dreamt it up on his own, as a side project.

He most likely chopped the Titan/Enceladus/rings shot to fit the format, and catch the eye, a bit better.
